Diedre Wortham, of Country Club Hills, Mo., a suburb of St. Louis, is a participating in a federal civil rights lawsuit objecting to what the litigants describe as intolerable conditions at the Medium Security Institution correctional facility run by the city of St. Louis. Wortham was held at the complex, commonly known as the City Workhouse, after being arrested on a decade-old traffic ticket, according to Arch City Defenders, the legal-aid group representing Wortham and others participating in the suit.
